Gelsomina Vigliotti
Gelsomina Vigliotti is Vice-President of the European Investment Bank (EIB), where she plays a key role in shaping the institution’s strategic direction, financing priorities, and international partnerships, with a strong focus on sustainable growth and European economic integration.
Since 2023, she has also been a member of the Steering Committee of the Istituto Affari Internazionali, contributing to high-level dialogue on international affairs and policy. Appointed Vice-President of the EIB in October 2021, she has reinforced the Bank’s role as a central financial arm of the European Union, supporting investment in innovation, infrastructure, climate transition, and development across Europe and beyond.
Previously, from 2016 to 2021, she served as Director General for International Financial Relations at the Italian Ministry of Economy and Finance, where she was responsible for Italy’s engagement with international financial institutions and global economic governance frameworks. In this role, she also contributed to the preparation of Ecofin and Eurogroup meetings and acted as Alternate Member of key European financial bodies, including the Economic and Financial Committee of the EU, the European Stability Mechanism (ESM), and the European Financial Stability Facility (EFSF).
Between 2012 and 2015, she was Director of the Office for Economic and Monetary Union policy issues at the Italian Treasury, overseeing strategic EU economic policy coordination. Earlier in her career, she held senior roles at the International Fund for Agricultural Development (IFAD), the Italian Senate Budget Office, and within the Ministry of Economy and Finance, focusing on international economy, EU enlargement, and macroeconomic policy. She also served as Assistant to the Italian Executive Director at the International Monetary Fund in Washington, D.C., gaining direct experience in global financial institutions.
Her academic background includes a Master of Science in Economics from the University of York, a PhD candidacy at the University of Rome “La Sapienza”, and a research scholarship at the European Institute of the London School of Economics and Political Science. She also holds a degree in Political Science from LUISS University in Rome, along with additional training in economic development and public administration.
Fluent in English and French, she has built a career spanning national governments, European institutions, and international organizations, consistently working at the intersection of economic policy, financial governance, and European integration.
